1. SUBJECT
Geographic Information System (GIS) grants for enabling Next Generation 9-1-1 (NG9-1-1) implementation.
2. INTRODUCTION
This policy statement is used by the Department of Military Affairs (DMA) for the administration of grants to county land information offices relating to GIS data creation, preparation, and training for NG9-1-1 implementation, as authorized by Wis. Stats. § 256.35 (3s) (br).
The goals of the NG9-1-1 GIS Grant Program are to:
- Enable NENA i3 call routing on the NG9-1-1 system.
- Incentivize proper data maintenance practices.
3. POLICY STATEMENT
This policy is applicable to DMA and county land information offices established under Wis. Stats. § 59.72 (3) and sets forth eligibility criteria for awarding grants under the NG9-1-1 GIS Grant Program.
A. Applicant Eligibility
Based on recommendations provided by the State 9-1-1 Subcommittee, an applicant is eligible if they are a county land information office located in a county that has either:
- Fully executed a Participation Agreement to join the AT&T ESInet under the DMA state contract;
- Are in the process of executing a Participation Agreement to join the AT&T ESInet and the Participation Agreement has been submitted to DMA for final signatures;
- Are in the formal process of procuring a local/regional ESInet for NG9-1-1 services in the county; or
- Contracted for a local/regional ESInet for NG9-1-1 services in the county.
The grant funds available in each state fiscal year period are split between two tracks designed to achieve the goals of the NG9-1-1 GIS Grant Program and address different stakeholder needs as the transition to NG9-1-1 progresses in each county:
- Track 1: Data Creation/Remediation
- Track 2: Data Maintenance
Eligibility to receive grant reimbursement under either track is based on the benchmarks outlined in Section 3B of this policy. Funding levels and projected reimbursement for each track will be published in the formal grant announcement and are subject to change based on the state biennial budget process.
B. Eligibility Benchmarks
Based on recommendations from the State 9-1-1 Subcommittee, the eligibility benchmarks in this policy must be met to receive grant reimbursement and funding under either funding track. Any changes to the benchmarks will be applicable to grant funds awarded under the state fiscal year following the approved changes to this policy.
Track 1: Data Creation/Remediation
All data under the Track 1 grantee’s jurisdiction must meet the following benchmark requirements prior to requesting grant closeout and reimbursement:
- Submission of all required NG9-1-1 GIS data layers to the GIS Data Managed Service portal provided by DMA (at this time GeoComm’s GIS Data Hub) according to the Wisconsin NG9-1-1 GIS Data Standards which includes Provisioning Boundary, Public Safety Answering Point (PSAP) Boundary, Emergency Services Boundaries (Fire, Law, EMS), Road Centerlines, and Site/Structure Address Points. The data layers must include all required fields and applicable conditional fields.
- Data layers must be 100% critical error free. This requirement does not include Automatic Location Identification (ALI) or Master Street Address Guide (MSAG) to GIS data synchronization.
- The list of Critical Errors can be found in Appendix A of the Wisconsin NG9-1-1 GIS Workflows and Quality Assurance Plan. All errors identified as “critical” are identified as such in the GIS Data Summary Report under the Analytics tab within GeoComm’s GIS Data Hub each time the GIS data undergoes review.
Track 2: Data Maintenance
The following benchmark requirements must be met to receive maximum grant reimbursement under Track 2:
- Overall NG9-1-1 GIS Data Completeness:
- Submission of all required NG9-1-1 GIS data layers according to the Wisconsin NG9-1-1 GIS Data Standards which includes Provisioning Boundary, Public Safety Answering Point (PSAP) Boundary, Emergency Services Boundaries (Fire, Law, EMS), Road Centerlines, and Site/Structure Address Points.
- All layers must be submitted to the GIS Data Managed Service portal provided by DMA (at this time GeoComm’s GIS Data Hub).
- NG9-1-1 GIS Data Critical Error:
- All required NG9-1-1 GIS data layers are 100% critical error free according to the Wisconsin NG9-1-1 GIS Data Standards and are submitted to the GIS Data Managed Service portal provided by DMA (at this time GeoComm’s GIS Data Hub).
- The list of Critical Errors can be found in Appendix A of the Wisconsin NG9-1-1 GIS Workflows and Quality Assurance Plan. All errors identified as “critical” are identified as such in the GIS Data Summary Report under the Analytics tab within GeoComm’s GIS Data Hub each time the GIS data undergoes review.
- NG9-1-1 GIS Data Warning Error:
- All required NG9-1-1 GIS data layers have at least a 50% warning error accuracy rate according to the Wisconsin NG9-1-1 GIS Data Standards and are submitted to the GIS Data Managed Service portal provided by DMA (at this time GeoComm’s GIS Data Hub).
- Warning errors are typically data issues that impact 9-1-1 systems outside of accuracy call routing to a PSAP and are treated separately from critical errors.
- Warning errors with valid exception codes are not included in the accuracy calculation.
- The list of Warning Errors can be found in Appendix A of the Wisconsin NG9-1-1 GIS Workflows and Quality Assurance Plan. All errors identified as “warning” are identified as such in the GIS Data Summary Report under the Analytics tab within GeoComm’s GIS Data Hub each time the GIS data undergoes review.
- Frequency of Uploads:
- Data meeting the above benchmarks must be submitted to the GIS Data Managed Service portal provided by DMA (at this time GeoComm’s GIS Data Hub) at least quarterly.
- These benchmarks only need to be met once in a given quarter to qualify for that quarter’s reimbursement amount.
C. Application Process and Requirements
Grant applications will only be accepted during the open application period determined by DMA and noted in the formal grant announcement. Grant applications must be submitted to DMA by the county land information office in counties that are eligible to apply for the grants.
Applicants are only eligible to apply for one track in each state fiscal year. Each track requires a competitive application process, with priority given to Track 1 applicants to achieve initial NG9-1-1 data compliance and enabling GIS-based call routing on the NG9-1-1 system.
The required documentation will vary based on the funding track that is applied for. All application requirements and documentation will be detailed in the formal grant announcement for each funding track.
4. DEFINITIONS AND ACRONYMS
The terms used in this policy statement are defined under Wis. Stats. §§ 256.35 and 59.72.
The following definitions and acronyms apply with respect to this policy statement:
“Department of Military Affairs” or “DMA”
“Emergency service IP network” or “ESInet” means a managed Internet protocol network that is used for emergency services and be shared by all public safety answering points.
“Geographic information system” or “GIS”
“Land Information Office” means the entity established by the county board under Wis. Stats. § 59.72 (3).
“NENA i3” means the National Emergency Number Association (NENA) Next Generation 9-1-1 standards and requirements. “NENA i3 call routing” refers to the ability to use GIS data in a standardized format to route and validate a 9-1-1 caller’s location.
“Next Generation 9-1-1” or “NG9-1-1” means a statewide emergency number system regardless of technology platform that does all of the following:
- Provides standardized interfaces from requests for emergency assistance.
- Processes all types of requests for emergency assistance, including calls and nonvoice and multimedia messages.
- Acquires and integrates data useful to the delivery or routing and handling of requests for emergency assistance.
- Delivers requests for emergency assistance and data to appropriate public safety answering points and emergency responders.
- Supports data and communications needs for coordinated incident response and management.
- Provides a secure environment for emergency communications.
