Radio Frequency (RF) OVER Long-Term Evolution (LTE)/Internet Protocol (IP) Gateway Application Instructions (For Radio Gateways Only)

Section 1

1.1 Application โ€“ select one:

  • Initial โ€“ Check this box if this is your first application.
  • Update โ€“ Check this box if you are reporting changes to the original application. Changes may include updating point of contact information (Section 1), radio equipment details (Section 2.1) or Gateway Interface details (Section 2.2).

1.2 Gateway Connection Type

  • Radio Gateway โ€“A service provider will provide or sell a device that provides an audio path to their application or service. The device is then connected to a P25 radio that is set to monitor the gateway talkgroup on WISCOM.

1.3 Date โ€“ Use the date you prepare the application. IDs are regularly entered into the Network Management System (NMS) on Friday of every week and then deployments to the NMS are completed.

1.4 Agency Information โ€“ Report the name and address for the agency applying for participation on WISCOM.

1.5 Agency Type – Select Public Safety if you are a fire, law enforcement, emergency medical, or emergency management agency. Select Public Service if your agency provides public works, public transportation, etc.

1.6 Agency Contact Information โ€“ Provide the name, phone, and email for the 24-hour single point of contact for your agency. The WISCOM System Administrators will use this single point of contact to notify the user agency of system outages, interference, or other issues affecting the gateway and/or the WISCOM system.

1.7 Agency Eligibility โ€“ Answer โ€œyesโ€ if you are within the definition or โ€œnoโ€ if you do not fall under the definition of FCC Section 90.20 Public Safety Pool. See application for FCC information.

1.8 Sponsoring Agency — If you answer โ€œnoโ€ to question 1.7, report here who your sponsoring agency is that falls under Section 90.20. If you do not qualify under the definition in question 1.7, your agency needs a sponsor that is a current WISCOM participant. Please include a letter from your Sponsoring Agency with the application.

1.9 Radio Service Provider Information โ€“ Provide the name, phone, and email of the service provider point of contact.

    Section 2

    2.1 Radio Equipment Detail and ID’s (For Radio Gateway Connections only): List all radios to be used with Gateway Interfaces.

    • Radio Serial Number
    • Radio Manufacturer
    • Radio Model
    • Radio Model Number
    • Radio Firmware Version
    • Gateway Type

    The Seven-Digit Radio ID and Local Radio Identifier/Radio Alias will be assigned by the system administrators according to the State of Wisconsin P25 Unit Identification Plan. The numbering scheme is included in the Gateway Radio section of the RF OVER LTE/IP Gateway Policy.

    2.2 Gateway Interface Detail: List all the gateway devices to be used to connect to the WISCOM system.

    • Gateway Vocality Device
    • Device Model Number
    • Device Serial Number
    • Gateway Talkgroup name – The user should provide the name of the TG they will be using to transmit via the radio gateway.
