Request for Proposal (RFP) MA190789: Statewide Public Safety Interoperable Communications System
MADISON, Wis. — Within in the next thirty days, the Department of Administration (DOA) on behalf of the Department of Military Affairs plans to issue a solicitation for a statewide public safety interoperable communications system. The RFP is being issued as directed by the Wisconsin Legislature in Section 323.29 (3)(a)2 of Wisconsin Act 59 (2017) and Motion #50 and will seek to identify and include all costs associated with the fulfilment of the RFP requirements including state costs and cost to local governments. Specifically, the primary objective of this RFP is to establish a statewide communications network that will incorporate the many stand-alone systems interconnected into a larger, standards-based shared VHF/700/800 MHz hybrid P25 trunking system.
In furtherance of this goal, the RFP will first be published as a draft to obtain input and comment from potential proposers. Vendors are encouraged to review the RFP for restrictive requirements that would decrease competition, terms that would dramatically increase costs to the State, and other factors that do not align with industry standards.
The success of the procurement process is contingent upon maintaining an even playing field and ensuring that all vendors have access to the information needed to respond to the RFP in a complete and thorough manner. To that end, site visits to tower locations will be required. These visits will be conducted in a manner that includes all potential vendors to attend at the same time. Additional information regarding the visits will be included in the RFP, but until that time, individual site visits are not permitted prior to or during the procurement process. Doing so may result in vendor disqualification.
The RFP will be conducted within state procurement policies to ensure a fair, competitive, objective and accountable process.
As of the date of this memo, there is only one point of contact for the RFP. No communication with any other state employee regarding this RFP is permitted.
