Subscriber programming is not provided by OEC, instead authorized system key holders provide this service to their customers or agencies. For agencies without system key holders, subscriber programming services are available at a variety of commercial two-way shops across the State.

System key applicants should note that the State takes a very conservative approach to issuing system keys to non-State personnel in order to maintain the highest level of system security and to ensure that WISCOM subscriber radios are programmed correctly and in accordance with manufacture recommendations, WISCOM policy, and industry best practices. It is the State’s intent to issue the fewest number of ASK’s necessary to meet the needs of our customers, and to only issue them to programmers affiliated with manufacturer approved radio shops/dealers or municipal public safety radio shops.
