MADISON, Wis. – The State Interoperability Council has approved updates to the operations of several critical programs in the state of Wisconsin. These changes include user policies for the use of the Communication Assets Survey and Mapping Tool (CASM), standard operating guidelines for the Wisconsin Communications Unit (COMU) Recognition Program, and operating procedures for the COMU Workgroup.
Wisconsin CASM Account User Policy 2020
The Communication Assets Survey and Mapping Tool (CASM), offered by the Cybersecurity and Infrastructure Security Agency (CISA), Interoperable Communications Technical Assistance Program (ICTAP), is the primary resource nationwide for the emergency communications community to inventory and share agency, asset, and Communications Unit information, for the purpose of planning public safety communications operability and interoperability.
The Office of Emergency Communications (OEC) and the Communications Unit Workgroup (COMU WG) recently developed a CASM Account User Policy for the State of Wisconsin. The purpose of the policy is to define administration, account creation, rules for data entry, and maintenance of information related to CASM for the State of Wisconsin. In July 2020, the Wisconsin CASM Account User Policy 2020 was approved by the Interoperability Council and is now available online.

COMU Recognition Program Standard Operating Guidelines
The Wisconsin Communications Unit Recognition Program was first created in 2013 through a Technical Assistance offering from the U.S. Department of Homeland Security/CISA that established standard operating guidelines for recognizing individuals who have completed their All-Hazards Position Task Book.
On Nov. 21, 2019, the Interoperability Council approved version 3 of the WI COMU Recognition Program Standard Operating Guidelines (SOG). Due to complications surrounding COVID-19, the COMU Workgroup proposed additional edits to the SOG to allow for more flexibility. These edits can be found in sections 14 and 29 of the current document. The edits were approved by the Interoperability Council on July 23, 2020 and version 4 of the SOG is now available online.

COMU Workgroup Operating Procedures
The operating procedures for the COMU WG were previously included in the 2013 and 2017 versions of the COMU SOG. When making edits to the SOG in 2019 the information about the operating procedures of the COMU Workgroup was removed from the document to further delineate the role of the governing body and the tasks required of the trainee.
The COMU Recognition Program Standard Operating Guidelines outlines the background and purpose of the COMU Recognition Program in Wisconsin, and the process for trainees to receive position specific recognition. Whereas, the COMU Workgroup Operating Procedures outlines the authority, purpose, membership, and duties of the Workgroup, in addition to the internal process for reviewing and approving position specific task books.
The Interoperability Council reviewed and approved the COMU Workgroup Operating Procedures on July 23, 2020 and this document is now available online.
