On February 22nd, 2012, President Obama signed into law the “Middle Class Tax Relief and Job Creation Act of 2012,” which included provisions to create a nationwide interoperable high speed wireless broadband network to ensure police, fire, emergency medical, and other vital public safety officials had dedicated technology to perform their duties safety. 

This law provided funding and governance to the Department of Commerce’s National Telecommunications and Information Administration (NTIA) to establish FirstNet as an independent authority for the implementation of the Nationwide Public Safety Broadband Network (NPSBN) initiative. FirstNet will hold the spectrum license for the network and is tasked with the building, deployment, and operation of the network. 

The Governor of Wisconsin by  letter on August 16th, 2012 designated the Interoperability Council (IC) as Wisconsin’s coordinator for the nationwide Public Safety Wireless Broadband Project (PSWB) and serve as the point of contact for consultation with FirstNet. 

On June 19th, 2014 the IC formally identified the Statewide Interoperability Coordinator (SWIC) to act as the State Single Point of Contact (SPOC) on behalf of the IC.The creation, deployment, and operation of NPSBN will be complex, and require collaboration and participation among all stakeholders at the national, state, and local level.

On April 30th, 2014 Wisconsin received the  SPOC Initial Consultation Package from FirstNet. 

On August 25th, 2014 Wisconsin submitted its  FirstNet Intitial Consultation Package Response.

On June 18th, 2015 Wisconsin had its Initial Consultation with FirstNet.
